Casting vote

The Speaker or whoever is in the chair has a casting vote when there are equal numbers on both sides in a division.

By convention, the Speaker will make a decision based on the following principles:

  • where possible, the Speaker will vote for further discussion
  • if no further discussion is possible, important decisions should only be taken by a majority
  • a casting vote on an amendment to a bill should leave the bill in its existing form
