Objecting to a hybrid bill

You can object to a hybrid bill by speaking and voting against it in the Chamber at second reading or third reading, in the same way as you would for a public bill.

You can also seek to change a hybrid bill by submitting amendments at the following stages:

  • public bill committee stage (if you’re not a member of the public bill committee, you can still submit amendments, but you’ll need a member of the committee to move them on your behalf) or in committee of the whole House in the Chamber (when any MP can submit and move amendments)
  • report stage in the Chamber (when any MP can submit and move amendments)

You can also submit a reasoned amendment to the second or third reading of a hybrid bill.

You can write to the Speaker to object to the classification of a bill as hybrid if you think it should be a public bill. You should seek advice from the Clerk of Private Bills if you think a bill has been classed wrongly.
