Even though your bill should not have tax or expenditure as its main aim, there might be clauses in it that require spending or introduce a tax or charge. If there are, a money resolution (expenditure) or ways and means resolution (tax) will be needed before your bill can be fully considered in committee. The Public Bill Office will let you know if this is the case. The Government are responsible for bringing forward a motion.
